Is there any way we could integrate the Wiki pages and listserv discussions
together easily? That might solve some disconnect issues regarding the Wiki
pages.

Maybe if the Wiki were able to scan listserv entries for a particular Wiki
page title and link it to the page??

You might be able to hack a twiki template to include a mailto link
pushing the page WikiName into the Subject. That wouldn't turn
references directly into links, but it would be a quickie hack to at
least reference email threads to specific pages.

That should be hackable, if TWiki provides an API to its store.
Otherwise I would recommend asking the list for volunteers to summarize
/ link relevant threads from the mailing list. Humans are usually better
at this kind of stuff than scripts.
